No. There was a plan for Russia, but Romania wasn’t next.

Ukraine in February 2022, then Moldova in March of 2022. After those two small and weak countries would be secured, Russia would take some time to reposition their forces and take Georgia. Azerbaijan and Armenia are sufficiently loyal to Russia already, they would be spared. Central Asia would bow to Russian power, so the stage would be set for the war to end all wars.
Putin planned to take Ukraine and Moldova on the cheap. Georgia would wait a few months while the new gains were secured and the army repositioned. With the wind at their backs, glorious victories imparting great morale upon his army and NATO and EU fazed and confused and paralyzed with inaction, he would invade the three NATO memebrs and connect Kaliningrad to Russia. Thus the restoration of the USSR would be complete.

Alas, Ukraine, NATO and EU all get a vote as well.
