Putin knew the were independent and stubborn. Stalin faced this issue in the early 30’s when he was trying to collectivize the farms. It was the Ukrainian kulaks who resisted. They were independent. They thought for themselves.

So he starved to death anywhere from 5–10 million of them to break them only to learn that they produced more on their farms than the collectives did.

Putin knew of their independence, but did not believe the could or would put up a fight. He did not believe they would give their lives for their country. He did not believe they would garner World support. He did not believe they could take on the mighty Russian Army with their small military.

Putin underestimated what people will do for freedom. Their own freedom but more importantly the freedom of their children and grandchildren. He underestimated what a taste of freedom does to a person. Once it has been experienced, it can never be forgotten. How it changes the way they think. How it changes their priorities.
